About Us

Fondation CERDEL is a duly registered non-profit Haitian private organization with a Board of Directors and Executive Director. It was created in 1995 by two colleagues of Intercooperation, a Swiss organization for international development.

Raoul Pierre-Louis

Founder and past Executive Director

Raoul Pierre-Louis holds a Bachelor of Science in Agricultural Engineering and a Master of Regional Planning from Cornell University and studied local economic development at The New School.

Marsha Leconte

Board Member

Marsha is a skilled software engineer, with a MS  computer science.  She currently works for an innovative telemedicine company. Beyond her work, Marsha's passion for storytelling comes to life through her captivating podcast productions.

Donald Pierre-Louis

Board Member and is the Director of the New Carribean American School in Pétionville.

Donald Pierre-Louis is an Electrical Engineer and Educator.  He holds a Bachelor of Science in Electrical Engineering from Cornell University and is the Director of the New Caribbean American School in Pétionville.

June Neff Pierre-Louis

Founder and Board Member

June Neff Pierre-Louis is a Nutritionist.  She holds a doctorate in Nutritional Sciences from Cornell University and a Master of Public Health from the University of California, Los Angeles.

Jean-Paul Jouanelle

Board Member

A Martiniquais with roots in Paris and West Africa, Jean-Paul Jouanelle is a diplomat.

Rimousky Douna Saintilus

Administrative Assistant

Rimousky Douna Saintilus is a  Certified Public Accountant. She holds a license in accounting and certificate in public administration from Université de Port-au-Prince.

Garry Dossous 

Acting Executive Director

Garry Dossous is a computer technician specialized in local finances. He has trained finance officers and has set up the property and business tax base for dozens of communes in Haiti.
